MEETING MINUTES
OLD LYME INLAND WETLANDS AND WATERCOURSES COMMISSION
SPECIAL MEETING SITE WALKS
THURSDAY, JULY 10, 2008

Call to order at 5:35 pm at 147 Boston Post Rd., Graybill Properties, Old Lyme, CT

In attendance – J. Bechtel, Chair, Skip DiCamillo, R. Linde, Vice-Chair, Dave McCulloch, Mike Moran

Graybill Properties, LLC – 147 Boston Post Road – commission members walked the site, viewed the stormwater detention area (manholes & level spreader), wetland area and paced of the proposed new parking spaces.  Neither the applicant nor his representative were in attendance.

6:00 p.m. – Paul & Maureen Nelson – 1 Parsons Farm Lane – commission members walked the site and viewed the area behind the garage, which consists of a fenced off, gravel based,  storage area with small shed and composter.  Currently the area is housing trash barrels, the small shed and the owner indicated he stores his lawnmower here.  Wetland flags from the 2007 application were noted in a few locations. In addition, the applicant, Paul & Maureen Nelson, explained the proposed new driveway location and pointed out the markers indicating such. They stated the apron would be pavers and the proposed driveway surface would remain gravel. The area beyond the fencing  near the wetland has re-vegetated but soil piles and roots left over from the 2007 garage application where never picked up and the area finished off to proper grade.  Bechtel stated to the applicant that she thought the garage permit called for a planted buffer behind the garage.  The applicant stated she would gladly plant it, but did not remember this.  Bechtel will listen to the original tapes of the meetings on this application prior to the Commission July 22 meeting.

6:30 p.m. – Marsh Subdivision – 81 Mile Creek Road – commission members meet with Bob Doane, consulting engineer who outlined the proposed subdivision application and handed out a 1”=20’ scale drawing of the activity near the wetlands.  The commission members walked the proposed entry road and the area closest to the wetlands.  The commission members confirmed that this project has no activity in the wetlands nor in the 100’ upland review area and that the $75.00 application fee is sufficient for the wetlands permit.  

It was noted that a drainage ditch along the west side of Buttonball Rd. directly opposite Cedar Hollow Drive has been recently cleaned out by the Town Crew and some of that material, (rocks, roots, etc) have been deposited into the wetland area.  

The Commission adjourned at 7PM.
